The Texas Emissions Reduction Plan provides funding for qualifying businesses and fleet operators to replace older, high-emission equipment with cleaner alternatives. The program is funded by the state and managed by TCEQ. Funding is awarded on a first-come, first-served basis each cycle — meaning the first complete applications submitted after the portal opens receive the money. Late or incomplete submissions are simply left out.

TERP cycles open roughly every two years, but the exact date and time are not announced in advance. When the portal goes live, the funding race begins immediately. Applicants who are not prepared — or are working when it opens — miss the cycle entirely and wait another two years. Our job is to make sure that never happens to you.

The 2026 cycle opened April 29th and closed to new applications on May 28th due to overwhelming volume. The next cycle is expected around April 2028. Getting started now means your application is fully prepared and ready to submit the moment the window goes live — while others are still gathering paperwork.
If TCEQ contacts you about certain errors after the cycle has closed, you cannot resubmit — you must wait another two years. Getting it right the first time as quickly as possible is the entire job.
